Employer Evidence Pack for Apprenticeships

Employer Evidence Pack for Apprenticeships

Are your employer evidence packs compliant?

As you know the funding rules and technical funding guides are subject to change year on year so by staying proactive and informed you can minimise your risk of non-compliance, protect your apprentices and your training provider status.

This brief post is a quick reminder to check that the guidance you are following is correct for the apprenticeship start dates and you have all the specified evidence on hand ready for an ESFA audit.

All of the information you need is on the .Gov website but I'll include some direct links to save you some time.

 Key Points

It is your responsibility to make sure that all compliance documents and contracts are in place and as previously mentioned, you’ve referred to the appropriate funding year for the specific rules so that you can make your own check list for all areas of compliance.

My understanding so far is that for your Employer Evidence Pack, as a minium you will need:

  • Written agreement between the provider and employer to include:

    • Must fulfil the minimum requirements , regards subcontracting.

    • Could contain the full price breakdown of eligible delivery costs without VAT

    • Where the delivery cost is not in the written agreement with the employer, the breakdown of costs must be documented and clearly agreed by the employer.

    • Actual EPA price not including VAT and must not be estimated

    • Agreed schedule for employer co-investment payments.

    • Must be signed by provider and employer.

  • Subcontracting contract if applicable.

  • Proof that the apprentice was employed before the start of the apprenticeship programme, such as a pay slip. (specific requirement in 2022 - 2023).

  • Proof that the apprentice will be employed for the whole duration of the apprenticeship programme, could include the relevant section of a contract of employment.

  • Evidence must be held if employer is eligible for the co-investment waiver. A signed statement or declaration confirming that they had an average of 49 or fewer employees with a contract of service in the 365 days before the apprentice was recruited. This must be obtained before the apprentice starts.

(Ensure co-investment waiver (SEM1) is recorded correctly in the ILR for small employer, if applicable.)

The End of Non-Levy Procurement?

The End of Non-Levy Procurement?

Will SME access to the Apprenticeship service finally see the end of Non-Levy Procurement?

Access to Apprenticeship Service for SME's

January 2020 saw the launch of SME access to the Apprenticeship Service meaning that ALL and not just levy paying employers can engage apprentices and providers through the Service.

In support of this transition additional funding was made available through the service for up to 5,000 new starts per month between January and March 2020.

Access to the additional funding was open to all main providers that remain listed on the RoATP and NOT just those with an existing non-levy procured contract.

This will be great news for all main providers on the RoATP as it looks as though there will be no more jumping through hoops to get a non-levy procurement contract, however  as mentioned in a previous post the RoATP is to close on 15th April 2020 until further notice.

Let's hope this closure won't have the dramatic impact the closing of ROTO had on small training providers!

The plan though is for ESFA to issue more details about the transition arrangements from November and through the rest of 2020.

Register of Apprenticeship Training Providers to Close! - April 2020

Register of Apprenticeship Training Providers to Close! - April 2020

Covid19 pandemic forces further decisions...

Closure of Register of Apprenticeship Training Providers (RoATP)

According to the latest ESFA Update on April 1st, it was announced that due to the impact on training providers and the ESFA the RoATP will close!

"RoATP will be closed to new applications, which includes second applications from providers that have already applied in the past 12 months, from midnight Wednesday 15 April 2020, providing time for applications in progress and second applications to be completed and submitted.

  • We will take this opportunity to review our future approach to the Register.
  • The review will include initiating dialogue with the sector.
  • We will advise further on when and in what form the Register will re-open.

Applications that have already been received will be assessed in the usual way."

Closure of Onboarding to the Register of Apprenticeship Training Providers (RoATP)

The closure will also have an impact on those accepted providers who have yet to complete the onboarding process, a deadline of midnight Tuesday 14 April 2020 has been enforced.

Provider Growth Limit

At the AELP autumn conference it was announced that the ESFA was considering the introduction of a cap on a provider’s ability to grow, however this decision has also been put on hold until further notice.

Further details on this subject can be read in the Let’s not have arbitrary caps on apprenticeship provider growth article in FE WEEK.

The End of Frameworks!

The End of Frameworks!

31st July 2020 sees the end of apprenticeship frameworks!

Framework Withdrawals

It seems like an age since it was announced that apprenticeship frameworks would be phased out but the time's almost upon us!

As from 1st August 2020 all new apprentices must on standards.

Now’s the time to check in with the available standards to make sure there’s an equivalent to the frameworks you’ve been delivering.

For example there isn’t a replacement for Business Administration Level 2 framework but there is Business Administration standard available at Level 3.

For some the Customer Service Practitioner Level 2 standard has proven to be quite versatile as it continues to allow employees to train in their administrative duties and also brings a new focus on the level and delivery of service and customer experience.

Check out the complete list of approved standards here.

Challenges for Providers

If you haven’t started to deliver standards as yet you’ve probably been in preparation to do so but with less than 6 months to go time will fly and the deadline will probably sneak up on you!

Now that assessments for apprenticeships are delivered externally there's been a shift in staff roles from being an assessor to a coach or tutor, which I would imagine has been a challenge after delivering frameworks so many years.

The ESFA's The Move from frameworks to standards (Webinar) below is really useful and informative.

New Powers for Ofsted!

New Powers for Ofsted!

Ofsted Updates!

It's been quite a while since I last blogged about Ofsted and since there's been some important updates of late I figure it's probably a good time to have a recap!

The chronology of events below lead us to the latest publication of the Further education and skills inspection handbook and the completion of the first early monitoring visits resulting in a list of apprenticeship providers being barred from taking on new starts!

Although it's been a hard slog to make it this far through all the various RoATP applications, procurement processes and up scaling of data management systems, it's not a time for new (post April 2017) lead training providers to rest on their laurels!

Although the inspection handbook states:

"Ofsted will normally carry out a monitoring visit to any provider that became newly directly funded to deliver apprenticeship training provision from or after April 2017. The monitoring visit will normally be carried out within 24 months of the start of the direct funding by ESFA or through the apprenticeship levy." the key word in this statement is WITHIN!
Page 7 - Further education and skills inspection handbook - for use from 12th November 2018.

It continues to be a challenging time for new lead providers and even for those who strive to prove "reasonable progress" at inspection, but are deemed as making 'insufficient progress' in just one of the themes judged, will still be barred from taking on new starts!

"Ofsted will conduct early monitoring visits at new providers entering the apprenticeship market to sniff out any “scandalous” attempts to waste public money."
Chief Inspector Amanda Spielman - FE Week November 2017

I think all providers will agree with the above statement but I personally think that there should be mechanisms in place to support new lead training providers with ESFA and Ofsted compliance, as a preventative measure, rather than just spending funds on more Ofsted inspectors, but that's just my opinion!

February 2018

Ofsted confirms new stricter rules for grade 3 providers with no more support and challenge visits and unpublished results for providers that 'requires improvement'.

Monitoring visits will follow with results to be made public!

March 2018

First early Ofsted monitoring visit of apprenticeship newcomer begins and warns training ‘not fit for purpose’ as the first report is published!

Search published reports here.

April 2018

Ofsted's new types of provider monitoring and subcontracting visits explained in FE Week and highlight the plans for early inspection of new apprenticeship providers.

"These visits are not full inspections, and providers do not get an overall Ofsted grade. They are monitoring visits with progress judgements."
Paul Joyce - Deputy Director of further education and skills at Ofsted.

Second Ofsted monitoring visit published and shows provider making significant progress!

May 2018

The announcement was made and FE Week published the news that Ofsted would be given the funds and powers to make monitoring visits to EVERY new apprenticeship provider!

This news was described it as “an extremely positive development, especially if a judgement of ‘insufficient progress’ means an automatic ban on new starts”.
Mark Dawe -  Association of Employment and Learning Providers

Ofsted to win apprenticeship money and power.

Know the Monitoring Visit Themes!

1.    How much progress have leaders made to ensure that the provider is meeting all the requirements of
       successful apprenticeship provision.

2.    What progress have leaders and managers made to ensure that apprentices benefit from high-quality
training that leads to positive outcomes for apprentices.

3.    How much progress have leaders and managers made to ensure that effective safeguarding
       arrangements are in place.

4.    What progress have leaders and managers made to ensure that learners benefit from high-quality
adult education that prepares them well for their intended job role, career aims and/or personal goals,

June 2018

New provider monitoring visits are well underway by June but the results are a cause for concern:

“I have to say that the outcomes to date are concerning. Around a quarter of the judgements inspectors have awarded have been ‘insufficient progress’ – meaning that providers are making slow progress and the demonstrable impact on learners has been negligible."
Paul Joyce - Deputy Director of further education and skills at Ofsted.

New apprenticeship providers are under scrutiny and inspections are being published with a tight focus on those providers coming out with an 'insufficient progress' rating.

July 2018

Data View, Ofsted's inspection data site (relaunched in January 2018) was updated in July, this tool is used to examine outcomes over a 5 year period.

View the Data view guidance document for further details.

Ofsted's In-year inspection outcomes are published from 1st September 2017 to 31st July 2018.

August 2018

Ofsted given final say over new apprenticeship provider quality!

According to the Removal from register of apprenticeship training providers and eligibility to receive public funding to deliver apprenticeship training page:

The following is an excerpt from: Ofsted new provider monitoring visits

"Ofsted is carrying out a programme of monitoring visits to new apprenticeship training providers. When Ofsted has published a monitoring visit report that finds that ‘insufficient progress’ has been made under one or more of the themes assessed, then unless the ESFA identifies an exceptional extenuating circumstance, it will write advising that, with immediate effect, the organisation:

•    must not start any new apprentices

•    can continue to deliver training to existing apprentices but must inform all of the existing employers they are working
with, and providers they operate as a sub-contractor to, about the Ofsted monitoring visit report

•    is prevented from working with new apprentices via an existing subcontracting arrangement or entering into a new
subcontracting arrangement with another main provider or employer-provider on the register.

ESFA will not remove the affected organisation from the register."

By the end of August Ofsted also published the first inspection outcomes list of all new provider monitoring visits (47) carried out between 1 February 2018 (when they were introduced) and 31 August 2018, including direct links to all the published reports!

September 2018

September saw 6 new apprentice providers barred from taking on new apprentices after being deemed as making 'insufficient progress’ after their early monitoring visit!

FE Week continues to doggedly report on Ofsted early monitoring visits as "During an education select committee hearing in May skills minister Anne Milton admitted that it wasn’t clear who was accountable for quality at these new providers."

The ESFA have made an update to the Register of Apprenticeship Training Providers (RoATP) spread sheet.

It now has a new column:

'ProviderNotCurrentlyStartingNewApprentices'

which displays all providers barred from taking on new apprentices!

October 2018

The start of the month saw the publication of the commons select committee report: The apprenticeships ladder of opportunity: quality not quantity which covered the disturbing fact that Apprentices let down by poor quality training and support.

"while it recognises the good work being done by many FE colleges and independent training providers, it calls for clearer oversight of apprenticeship training and assessment and a tougher approach to poor quality training."

October has also seen the release of the latest Further education and skills inspection handbook  with more early monitoring visits and reports being splashed across the pages of FE Week!

Revealed: Another four apprenticeship providers banned from taking new recruits - up to 29th October the total of barred providers reached 16!

November 2018

The first week of November saw the ESFA update their policy with regard to new, direct funded, apprenticeship providers which was also reported in FE Week: ESFA WON’T ban new apprenticeship providers with poor AEB provision found in monitoring visits.

"In those new direct funded apprenticeship providers where adult provision is assessed as making insufficient progress we will set additional conditions of funding requiring improvement action particular to that case. The approach is different to the approach taken on apprenticeship provision because the nature of adult provision is classroom delivery of a relatively short duration. Placing a stop on new starts would effectively wind down the provision before a full inspection could take place. Where we have continuing concerns over quality, we will restrict access to growth through the performance management process."
ESFA: New, direct funded, apprenticeship providers

By mid November FE Week reported "Early monitoring visits find a quarter of apprenticeship providers are ‘insufficient"'

and have produced a table listing all the providers visited along with the results!

What's Next?

There's just no breathing space so if you're not on with it already then now's the time to take stock and plan for that call from Ofsted!

In the meantime you could consider engaging an Ofsted consultant to help you implement the requirements of the monitoring themes, funds permitting of course.

There really is too much at stake to do nothing in preparation as Ofsted will come to inspect, pass judgement and it's certain that the powers they wield can destroy!

I'd be really interested to know how the media coverage of these powers actually play out at inspection but as I'm not a training provider I can only gather knowledge from our clients experiences, unless you want to share yours with This email address is being protected from spambots. Non-Levy Apprenticeship Procurement announced! - Recap on Rules, Regulations and Resources.

Non-Levy Apprenticeship Procurement announced! - Recap on Rules, Regulations and Resources.

CONGRATULATIONS to all who have been successful in the Non-Levy procurement!

The ESFA announced the results of the non-levy tender in December and FE Week posted a list of the successful applicants.

It's been a shocking wait for training providers who began this process more than a year ago as this tender was an addition to the first RoATP opening.

For many it's a bitter sweet success to make it on the register as some haven't been able to deliver training without this additional contract, or indeed be eligible to apply for non levy procurement this time around due to the revenue constraints etc.

There's some good news regarding the appeal process though as FE Week announces:

•    Non-levy tender appeals are lucky for some

•    Grade two provider wins non-levy tender appeal!

According to FE Week 32% of the successful applicants will be delivering their first main apprenticeship contract, which makes for a very exciting time ahead!

With this in mind and considering all the new elements involved in apprenticeship delivery, especially for providers who have previously only delivered training as a subcontractor, I thought it would be a good time to recap on some of the new rules, regulations and available resources.

Subcontracting rules

With the introduction of the Register of Apprenticeship Training Providers (RoATP) and its associated application rules

a main provider must directly deliver some of the apprenticeship training and are not allowed to subcontract it all out.

"At the outset of each apprenticeship, a main provider and employer will agree a plan for its delivery. You must directly deliver some of the apprenticeship training and/or on-programme assessment associated with each employer’s apprenticeship programme. By apprenticeship programme we mean the apprentices that are being trained for the employer that has chosen you. The volume of training and/or on-programme assessment that you directly deliver for each employer must have some substance and must not be a token amount to satisfy this rule. It must not be limited to a brief input at the start of each employer’s programme or involve delivery to just a few of a large number of apprentices."
P123 Page 20 Apprenticeship funding and performance-management rules for training providers v4

Take a look at my recent blog regarding the new subcontracting rules which will be in force as from January 2018.

There are some courses available to those who need support transitioning from delivering frameworks to standards, check out the Delivering Standards section below!

Apprenticeship 20% off the job training and annual leave

The ESFA provided the following clarification announcement yesterday:

"To provide clarification, off-the-job training is an essential part of an apprenticeship and therefore, must take place during employed time. If, by exception, training takes place in an evening, or outside of contracted hours, this should be recognised (for example, through time off in lieu).

Should an apprentice not be able to attend a planned training session (due to leave, sickness, operational pressures) the apprentice should be given the opportunity to catch up on what they missed (e.g. by attending one to one sessions with their provider or using on-line learning materials). As above, this should take place during paid working hours.

The programme is sufficiently flexible to accommodate exceptional periods of leave or sickness."

ESFA Announcement 10-01-2018

Monthly ILR submissions

As you know a main provider needs to satisfy all of the ESFA's contractual requirements such as monthly ILR submissions.

This can be very complex and frustrating and I've tried to provide as much information as I can in this area.

I recently wrote an updated blog post including the latest versions of documentation, ILR Entry tool and PDSAT application, so rather than repeat this here go check out that post!

As a provider of an ILR compliant MIS system I would also advise that you check out our system too, Athena MIS!

There's no need to mess about amalgamating XML files when you use Athena MIS, all learner types are automatically generated in one ILR.

We offer as much support as possible in creating your error free ILR's in Athena MIS, we will even validate and upload to the Hub for a small monthly fee!

Ofsted

In September 2016 Ofsted changed the rules regarding inspections of training providers to include subcontractors.

Ofsted reserves the right to inspect and grade any subcontractor and its provision as a separate entity”.

Further education and skills inspection handbook Further education and skills inspection handbook Point 36, Page 10.

There has been several news articles in FE Week regarding this ruling as Ofsted haven't inspected any subcontractors as yet, but I would think this is about to change!

•    Halfon: ‘Ofsted must start inspecting subcontractors’

•    Milton appears to back subcontractor inspections

Regardless of being a main, employer or supporting provider all are subject to the scrutiny of Ofsted!

Delivering standards

As many of the frameworks are being withdrawn training providers will have to deliver the new apprenticeship standards sooner rather than later.

I would imagine changing delivery methods from frameworks to standards could be quite daunting but The Education & Training Foundation

have a series of courses to help "progress your delivery of apprenticeship standards".

Delivering apprenticeship standards courses in:

•   adultcare, healthcare and dental

•   business administration and customer service

•   catering and hospitality

•   digital

•   Early Years

•   education and training

•   hair and beauty

•   leadership and management

•   motor vehicle and engineering

•   warehousing and logistics

Course fees are reduced for SET members.

"The Society for Education and Training (SET) is the new professional membership organisation of the Education and Training Foundation for practitioners working in the post-16 education and training sector. Since the close of the Institute for Learning (IfL) in November 2014, SET has taken on its legacy and continues to support practitioners through their professional membership."

New Subcontracting Rules Overview

New Subcontracting Rules Overview

2017 -2018 Funding Rules

It seems such a long time since the new funding rules where announced for 2017 - 2018 funding year, but as yet haven't been in force due to the non levy procurement and Adult Education Budget delays.

As you know existing contracts where extended and the previous subcontracting rules are to continue until the new contracts for non levy delivery are awarded.

These are covered in Apprenticeship funding and performance management rules - addendum 1 which apply from 1st May to 31st December 2017.

The ESFA will announce the contracts to successful applicants in December for a 'hit the ground running' start in January 2018.

Subcontracting Rules for Apprenticeships

As the 2017-2018 funding rules start as of January 2018, along with the non-levy contracts, I thought I would take another look at the main changes.

•    As the main provider you are responsible for the relationship with the employer.

"You must maintain the relationship with each employer at all times. You must not allow a delivery subcontractor to lead that relationship."
P132 Page 21 Apprenticeship funding and performance-management rules for training providers v4

•    As a main provider you must directly deliver some of the apprenticeship training and are not allowed to subcontract it all out.

•    Subcontractors must only be used to complement your own apprenticeship delivery.

"You can use delivery subcontractors to complement your own delivery if requested by an employer and agreed at the start of an apprenticeship. Delivery subcontractors can deliver full or part-apprenticeship frameworks and standards."
P125 Page 20 Apprenticeship funding and performance-management rules for training providers v4

Point to Note:

As a Main Provider on RoATP you can deliver apprenticeships as a
Main or Supporting provider.

Subcontracting Rules for Advanced Learner Loans

There are also new funding rules regarding subcontracting available on the slides from the Advanced learner loans webinar - July 2017 and the main documentation: Advanced learner loans funding rules 2017 to 2018.

Funding Rules key changes:

•    Reduction in the number of guided learning hours for designated qualifications at Levels 4, 5 and 6.

•    Providers must recruit loans learners directly and not engage a broker or third party to recruit loans learners on their
     behalf.

•    Delivery of loans-funded provision must be done directly – subcontracting is not permitted. To support this direct centre
approval or direct qualification approval from an Awarding Organisation must be held.

•    Learner eligibility extended to members of the UK armed forces serving overseas, and family members living with them,
     who are aged 19+.

Subcontracting Rules for Adult Education Budget

There are also new funding rules regarding subcontracting from an AEB contract as covered in the Adult education budget webinar - July 2017:

•    Reduction in level of subcontracting

•    Sector-wide transparency

•    Second level subcontracting not allowed from 1 August

•    Key requirements:
        - secure permissions to subcontract for the first time
        - publish subcontracting fees and charges
        - declare subcontracting arrangements to us twice a year.

All the new rules are covered in the Adult education budget: funding and performance management rules 2017 to 2018 documentation.

Ofsted Obligations for Subcontractors

There are several points to note in the Further education and skills inspection handbook Further education and skills inspection handbook for use from 4th September 2017.

Even as a subcontractor you will be in scope for inspection when your main provider is inspected or individually on your subcontracted provision.

"As part of the inspection, inspectors may inspect any provision carried out on behalf of the provider through subcontract(s) or partnership arrangements, including by subcontractors that hold additional direct contracts of their own. Typically, inspection visits to, or communications with, subcontractors that are in scope are likely to include the inspection of the direct contract holder’s arrangements to quality assure and improve the provision."
Further education and skills inspection handbook Further education and skills inspection handbook Point 34, Page 10.

Basically you can't avoid Ofsted!

“Ofsted reserves the right to inspect and grade any subcontractor and its provision as a separate entity against this framework and handbook.”
Further education and skills inspection handbook Further education and skills inspection handbook."

Further education and skills inspection handbook Further education and skills inspection handbook Point 36, Page 10.

New Providers

As a Main Provider on RoATP you can deliver apprenticeships as a Main or Supporting provider.

"Where a provider comes into the scope of Ofsted inspection, for example when a provider gains a new contract with, or grant or loans facility from, the Secretary of State for Education, the Education and Skills Funding Agency (ESFA)8 or predecessor funding agencies or because of funding through the apprenticeship levy, it will normally be inspected within three years of the start of the contract or grant or drawing down of funding."

Quick Update On Non-Levy Procurement

Quick Update On Non-Levy Procurement

ESFA update on the cancellation of the Non-Levy Procurement!

Last night (20th July) the ESFA updated their announcement regarding the cancellation of the Non-Levy Procurement (ITT-30190).

There isn't a new document as such just an updated version which provides a little more information.

I've listed the highlights below:

•    A new procurement will launch at the end of July and will close in September.

•    This will be a highly competitive exercise, which will attract interest from a wide range of training providers.

•    Providers will be expected to submit high-quality bids, which fully demonstrate their capabilities in accordance
with the published criteria, in order to have the potential to be successful.

•    New contracts awarded as a result of this procurement will run from January 2018 to April 2019, when we aim to
bring all employers onto the apprenticeship service.

•    This means all employers will be able to choose any provider from the register of apprenticeship training
providers directly to deliver their apprenticeship training.

•    The new procurement will not affect training provision for existing learners.

•    While the new procurement exercise is open, the register of apprenticeship training providers will not re-open for
      new applications.

ESFA Update 20th July 2017.

ESFA Announcement Non- Levy Procurement Cancelled!

ESFA Announcement Non- Levy Procurement Cancelled!

Non - Levy Procurement Cancelled!

The ESFA have announced today that they are cancelling the current procurement exercise, which has been on hold since April due to being significantly over subscribed.

The full announcement explains why and that they will launch a new procurement at the end of July!

"The ESFA has also confirmed that the register of apprenticeship training providers will not re-open for new applications, while the new procurement exercise is open."

The Skills Minister was reported in FE Week this morning as saying:

"Speaking of the paused tendering round, Ms Milton said it would be scrapped, and rerun in July.

Contracts and allocations for non-levy funding would run from January 2018 to April 2019 and the Register of Apprenticeship Training Providers will not be open to new providers."

There is no further information as to how long the procurement will be open for, so it's still a waiting game for those of you who need to apply to the Register of Apprenticeship Training Providers (RoATP).

Impact of Apprenticeship Levy on Commercial Training Providers - Part Two

Impact of Apprenticeship Levy on Commercial Training Providers - Part Two

Ofqual Regulated Qualifications

All apprenticeship frameworks and standards that include a qualification must be Ofqual regulated in order to receive funding by the ESFA and be eligible for delivery to Levy paying employers.

The ESFA funding rules are lengthy and specific and follow in the next section.

Ofqual regulates all awarding organisations and qualifications accepted for funding by the ESFA.

It seems that you really only have two options open to you if the qualifications you offer are not Ofqual regulated:

1.    Register with an Ofqual regulated Awarding Organisation.

2.    Register with Ofqual as an Awarding organisation and have your qualifications regulated.

Option One -  Register with an Ofqual regulated Awarding Organisation:

Should you choose option one then you will need to find an awarding organisation which offers the qualifications you want to deliver.

You can download a list of all the Ofqual regulated qualifications and organisations from the Ofqual site.

You will need to apply to your chosen awarding organisation to become an approved centre or partner etc before you can deliver their qualifications.

Each awarding organisation has an application process which is available on their website and as an example I have randomly selected two awarding organisations to demonstrate. ( I’m not a training provider so I don’t have any affiliations with either of these organisations. They have been selected purely for informational purposes.)

Example One:

Pearson – Work -based Learning

You will need to decide which qualifications you want to deliver and then Register your interest and fill in the form.

In most cases there is an initial fee (possibly upwards of £400) and once accepted you will have access to the qualifications you have requested plus support, advice and external verification to make sure you are on the right track with your delivery of their qualifications.

Example Two:

Partner with BCS - The Chartered Institute for IT

Again you will need to register your interest to deliver BCS qualifications.

Option Two - Register with Ofqual as an Awarding organisation:

You can only include your own qualifications in the apprenticeship if you are an Ofqual Regulated Awarding Organisation.

There is a rigorous application process to follow but once accepted you and your qualifications will be accepted for delivery in ESFA funding streams.

There are several organisations on the Ofqual Register who have locations around the world, so as an international company you can still apply but must have a UK company registered.

Ofqual Recognition explained - a short video guide to the process

There is a wealth of information regarding:

•    Understanding Ofqual Regulations

•    General Conditions of Recognition

•    Some qualifications also have extra rules

•    Awarding organisations: understanding Ofqual's regulatory requirements

•    All current Ofqual Regulatory Documents are set out in the Regulatory Documents List

•    Additional certificate requirements.

How to Upload Your Apprenticeship Offer in The Course Directory Portal

How to Upload Your Apprenticeship Offer in The Course Directory Portal

This deadline is extremely important!
If you fail to meet the Course Directory Provider Portal deadline
then your RoATP application will automatically FAIL.

If arriving here in 2020 please be aware that this post was created in the 2016-2017 funding year and since then some of the links and information has changed. I've updated the links as best I can and hope you will still find some of the information useful. (updated 26/10/2020)

If you have applied to the Register of Apprenticeship Training Providers (RoATP), via the main route, then you will have received an email requesting you to add information about your apprenticeship offer in the Course Directory Provider Portal.

The email included a link to access your account and contact details in case you have any problems trying to access the portal:

Telephone: 0844 811 5073
Email: This email address is being protected from spambots. You need JavaScript enabled to view it.

The Course Directory Portal will be new to you if you have never had a direct contract with the SFA and all the information you add will be seen in the Find an Apprenticeship Training section of the .Gov website or the Apprenticeships website.

Tip Before You Start...

There's been a lot of changes to course titles due to the change from frameworks to standards and this has caused problems when trying to add apprenticeship details in the portal.

To avoid this frustration I recommend that you check out the Find Apprenticeship Training page and search for the apprenticeships you will offer to get the correct information before you start completing you offer in the Course Directory Provider Portal.

Example:

I searched for Adult Care and 66 apprenticeship training offers are displayed.

If you continue on and click any of the results you will find the training provider listed at the bottom.

You will then get an idea of how they describe their apprenticeship offers as these should comply with the style guidelines and have already been accepted in the directory.

Course Directory Documentation

Here are some handy documents to help with your apprenticeship offer:

Find apprenticeship training: how to submit data

1. Data quality assurance
2. Provider information
3. Apprenticeship training information
4. Style and compliance

Government Digital Service (GDS) style guide explains more about style guidelines.

Sections in The Course Directory To Complete

The requirement is to ONLY add your apprenticeship offer!

1. Main Provider Details: Make sure your company details are correct and make sure the name of your company is not
    typed in
capital letters.

2. Course Data: This does not apply to you, so don't complete it!

3. Apprenticeship Data: Add all the Apprenticeships you offer along with their locations.

3. Ignore the traffic lights at the top of the screen, this does not apply to you.

Key Points for Quality Checks!
There are several points which you need to consider when preparing your apprenticeship offer as this will be quality checked.

Brief Overview

The brief overview of your company has a maximum of 750 characters and should include:

• What type of training provider you are.
• How long you have been delivering apprenticeship training.
• Any association with particular sectors or specialisms.

• Use the terms 'apprenticeship', 'training' and apprentice.

Your offer should NOT include:

• The terms 'standard', 'learner', 'course' and 'framework'.
• Any unconfirmed claims.
• Employers names.
• Anything other than overall Ofsted grade.

Apprenticeship Training for Employers

The content for this section must follow the same principles and the following should be included:

• Be specifically targeted at employers.
• Apply to the specific apprenticeship.
• Be compliant with the SFA's style guidelines.
• Be accurate (for claims such as awards and awarded by)
• Be current.

The following should NOT be included:

• The terms 'standard', 'learner', 'course' and 'framework'.
• Any unconfirmed claims.
• List the content of the apprenticeship.
• Any job roles.

Ready for QA

Once you have completed all of your apprenticeship offers and brief overview, then you need to have the content checked by the QA team.

There is a Ready for QA button on the top right of each page, you can click any of these.

It normally takes a few days to receive your feedback.

Points to Note!

1.    You must input your apprenticeship offer AND click the Ready for QA button by 5pm on deadline day.

Update to Apprenticeship ILR's from May 2017

Update to Apprenticeship ILR

Apprenticeship ILR Update

If you are a new main provider or employer provider you will have to get up to speed quickly to submit your first ILR on 5th May 2017.

 ILR Updates

Under normal circumstances the ILR specifications are updated on an annual basis ready for the new funding year and the 207 - 2018 ILR Specification will be in place from 1st August.

However, due to the apprenticeship reform and levy there have been additional specification updates and new requirements which have had to be put in place ready for the start of the levy, so with this in mind I want to make you aware of these new additions as these will have an impact on your apprenticeship ILR's from May 1st.

New Funding Model

All new apprenticeships, frameworks or standards from May 1st 2017 will use funding model 36, while all previous frameworks and standards for learners on programme will continue with their existing codes.

New ILR Requirements!

The new rules ONLY apply to new starts as of May 1st.

For apprenticeship starts from May 1st you will be required to submit your ILR's monthly for both levy and non levy paying employers, providing such information as:

•    ACT code

•    Total Negotiated Value

•    Total negotiated training cost

•    Total negotiated end point assessment cost

•    Residual training cost

•    Residual assessment cost

•    Record of cash contribution payment made by the employer to the provider for training costs

•    Record of cash contribution payment made by the employer to the provider for assessment costs

which is only a small portion of the required data and most have specific circumstances for returning values or not.

The first document below is of vital importance and explains these requirements in detail.

 •   Guidance for returning apprenticeships on the ILR from 1 May 2017: version 2

•    ILR specification 2016 to 2017: version 3 (30 September 2016)

•    Provider support manual - guide to making ILR data returns during the 2016 to 2017 funding year: version 3

Funding Rules

There is a new Technical Funding Rules document which covers apprenticeship starts as of May 1st 2017:

•   Apprenticeship technical funding guide for starts from May 2017

This runs in conjunction with the following funding rules documentation:

•    Apprenticeship funding in England from May 2017

This will of course be updated as of August 1st when the 2017-2018 funding rules will take over!

"The rules that will apply to all apprenticeship provision funded by the SFA following the introduction of the apprenticeship levy."

•    ILR specification 2017 to 2018: version 1

•    Apprenticeship funding: rules for employer-providers

•    Apprenticeship funding and performance-management rules for training providers

•    Apprenticeship funding and performance management rules 2017 to 2018: summary of changes

ILR Compliant MI System

Athena MIS provides ILR compliance as specified in the ILR specification documentation. We are registered with the Skills Funding Agency software writers group which meets regularly to discuss updates, changes and future developments with regard to all data management related issues.

All ILR compliant MI systems conform to the SFA's specifications providing the same set of core features and requirements as standard, so each MI system can create the exact document format for you to submit your ILR returns.

The decision as to which MI system best suites your company will depend entirely on your company's additional needs.

ILR Validation in Athena MIS

We have built into Athena MIS as much automation and support for ILR validation as we can, which just isn't available in the free ILR Learner Entry Tool.

The Learner Entry Tool is a means to generate the required ILR document in the correct format but offers no validation or support with your data choices, so you will need to be fully versed in:

ILR Validation Rules 2016 - 17 spreadsheet

Guidance for returning apprenticeships on the ILR from 1 May 2017: version 2

Provider support manual - guide to making ILR data returns during the 2016 to 2017 funding year: version 3

ILR specification 2016 to 2017: version 3

Apprenticeship technical funding guide for starts from May 2017

Apprenticeship funding in England from May 2017.

We have a fully functional Athena MIS demo site for you to use so you can compare it to the ILR Learner Entry Tool, for access just email me for login details.

An introduction to Athena MIS & RAIL outlines all the current features and benefits Athena MIS & RAIL provides for the management of your learner, employer, contract and subcontractor data.

We are dedicated to providing a personal service with as much or little support as you need.

• You can simply licence Athena MIS and manage your data and ILR'S yourself.

• You can opt to control all of the data input side and let us analyse and prepare your ILR'S.

• We can take this a step further and perform the validation and submission of your ILR'S too!

• We can even manage every stage of your data management requirements.

Whatever your required level of support we have a solution to take the pressure off learning the multitude of rules to produce error free ILR submissions.

The Apprenticeship Levy & Reform Update – DAS Opens!

The Apprenticeship Levy & Reform Update – DAS Opens!

The Apprenticeship Levy is almost upon us and the latest Apprenticeship Funding update highlights the changes to apprenticeship funding for ALL employers.

I attended an apprenticeship levy event at East Riding College last week with presentations by East Riding College and Skills Funding Agency and I thought I would share some important points with you.

The levy will be introduced from 6th April 2017 but the first payments won't be seen in the Digital Apprenticeship Service (DAS) until May 2017.

The DAS may have a name change when it's fully functional.

The new apprenticeship funding rules will apply to all employers, if they pay into the levy or not, so to be clear there are two elements at work here... The Apprenticeship Reform and the Apprenticeship Levy.

The Apprenticeship Reform

To recap.... the apprenticeship reform will have an impact a ALL employers, apprentices and training providers as the intention is to revamp the way in which apprenticeships are delivered, paid for and most importantly experienced by employer and apprentice alike.

The plan is to phase out the existing frameworks and replace with the new standards by 2020. This deadline has been extended as there are a vast amount of standards still yet to be written and approved.

Training providers delivering apprenticeship training CANNOT assess their own apprentices and only an organisation on the
The Register of Apprenticeship Assessment Organisations are allowed to provide this service.

The apprenticeship funding rules include the new funding bands and EPA costs will apply to all employers, if they pay into the levy or not.

There are some incentives to small non levy paying employers with less that 50 employees but these are limited to 16-18 yr apprentices or 19 - 24 apprentices who have previously been in care or have an educational and health care plan.

What Should Levy Paying Employers Do?

Essentially it is the responsibility of employers to setup and manage their Digital Apprenticeship Service (DAS) accounts but there's nothing to stop training providers assisting with this process.

The DAS is now open for registration, though it looks like they have changed the name to Manage apprenticeships.

Levy paying employers will soon receive an invitation to create their account(s) and add details of the apprentices they are looking for.

There are several things for employers to consider especially if they are part of a group of companies.

1. If a parent company is over the levy threshold but others in group are not, they all become levy paying as their PAYE is aggregated.

2. Estimate your apprenticeship levy and bare in mind that although the levy is a UK wide directive the levy will only account for employees who are resident in England. If employers have operations across borders they will need to check with the appropriate apprenticeship authority:

Scotland

Wales

Northern Ireland

Example:

If 20% of their workforce are resident outside England, say Wales, then only 80% of their levy will be available in the DAS. Although I understand there is debate at the moment to determine if this should be based on residential or work location.

3. If an employer has more than one PAYE account then they can set up an account in the DAS for each of these BUT they can only use levy funds to pay for apprentices in those areas of the business.

For example, if they have executive PAYE then they must only use the levy funds for training in this part of their business.

4. Employers can use their levy to up skill existing workforce even if their have employed graduates. The new Funding Rules allow for people with a degree to undertake a Level 3 apprenticeship if the job requires additional / other skills. They will obviously stay on their current salary but can take advantage of an apprenticeship framework or standard.

HMRC have an online Apprenticeship Levy Manual which is packed with all the fine details of PAYE, end of year adjustments, refunds etc.

Key Points

  1. Levy becomes active - 6th April 2017.
  2. DAS - Manage apprenticeships live February 2017.
  3. 10% monthly top up to DAS account from government.
  4. 20% retention until completion.
  5. Training applies to new and existing workforce.
  6. Levy funding can be used for graduates to undertake a level 3 apprenticeship if need arises.
  7. Levy expires after 24 months if not used. May 2017 payment will be removed at that point.
  8. Levy is for residents in England only.
  9. PAYE is aggregated for groups of companies.
  10. If levy funds used up then fall into co-funding model.

Data Management - Are You Prepared?

Page 10 of Joining the register of apprenticeship training providers: application instructions stipulates that

"Organisations applying through the main and employer provider routes must have a management information system in place at the point they begin delivery.... You may access further information on these requirements by reading the SFA’s guidance."

.... then follows with information about the free ILR learner entry tool.

However when you read page 22 of the SFA's Guidance on ILR Specification it explains that

"A Learner Entry Tool is available for providers who do not have an MIS system capable of generating an XML file."

Rather confusing if you ask me!

I'm sure the SFA will soon clarify as the first ILR return (R09) deadline under the apprenticeship reform is 5th May 2017.

Considering an MI System?

No matter how you decide to manage your data in the early stages you must take into account that your obligations don't stop with ILR submissions as you will be in scope for Ofsted inspections too.

Athena MIS is packed with tools for internal tracking and progression of a learner journey as well as the all important ILR generating features.

An introduction to Athena MIS & RAIL  outlines all the current features and benefits Athena MIS & RAIL provides for the management of your learner, employer, contract and subcontracted data.

We have a fully functional demonstration site and a You Tube channel full of  'How To..' videos to give you an idea of what Athena MIS is capable of.

This email address is being protected from spambots. You need JavaScript enabled to view it. to check it out!

We now also offer a data management service including ILR validation and submission!

Don't Risk Failing the RoATP! - 13th January Deadline to Complete Your Provision in The Course Directory Portal

Don

13th January – 5pm Deadline!

A final reminder just in case you didn't catch the 'RoATP Getting it right first time' webinar delivered by National Careers Service Course Directory Team on 13/12/2016.

This date is extremely important!
if you fail to meet the Course Directory Provider Portal deadline of 5pm on 13th January 2017
then your RoATP application will automatically FAIL.

If you have applied to the Register of Apprenticeship Training Providers (RoATP), via the main route, then you will have received an email requesting you to add information about your apprenticeship offer in the Course Directory Provider Portal. (updated link 22/10/2020)

The email included a link to access your account and contact details in case you have any problems trying to access the portal:

Telephone: 0844 811 5073
Email: This email address is being protected from spambots. You need JavaScript enabled to view it. (updated email 22/10/2020)

The Course Directory Portal will be new to you if you have never had a direct contract with the ESFA and all the information you add will be seen in the Find Apprenticeship Training (updated link 22/10/2020) section of the Apprenticeships website.

Example:

I searched for Adult Care and 27 apprenticeship training offers are displayed.

If you continue on and click the Find training providers green button, add a postcode to return a list of training providers.

You will then get an idea of how they describe their apprenticeship offers as these should comply with the style guidelines and have already been accepted in the directory.

Course Directory Documentation

Here are some handy documents to help with your apprenticeship offer:

There is also a lot of supporting information on Course Directory Provider Portal Help page.

Key Points for Quality Checks!
There are several points which you need to consider when preparing your apprenticeship offer as this will be quality checked.

Brief Overview

The brief overview of your company has a maximum of 750 characters and should include:

• Any unconfirmed claims.
• Employers names.
• Anything other than overall Ofsted grade.

Apprenticeship Training for Employers

The content for this section must follow the same principles and the following should be included:

• Be specifically targeted at employers.
• Apply to the specific apprenticeship.
• Be compliant with the SFA's style guidelines.
• Be accurate (for claims such as awards and awarded by)

• Any unconfirmed claims.
• List the content of the apprenticeship.
• Any job roles.

IMPORTANT!

There is an error in the Apprenticeship data: course directory provider portal user guide, 'Current Contract with the SFA' Page 7

You must select the 'Current contract with SFA' check box In the Provider Information section of the Course Directory Provider Portal.

Scroll down to the Apprenticeships heading and the check box is the first item.

If you don't select this then your offer and company information will NOT go through to the live site.

You will need to do this if you are currently a subcontractor but have applied to the RoATP via Main route..

Ready for QA

Once you have completed all of your apprenticeship offers and brief overview, then you need to have the content checked by the QA team.

There is a Ready for QA button on the top right of each page, you can click any of these.

It normally takes a few days to receive your feedback.

Points to Note!

Register of Apprentice Assessment Organisations - Update 2

Register of Apprentice Assessment Organisations - Update 2

End Point Assessment Update 2

During the first opening only 13% of End Point Assessment Organisation applications have been approved, according to an article in FE Week on 19th October.

This comes as a bit of a shock when a previous article in FE Week pointed out that here are 147 approved standards, but by July this year only 56 had attracted one or more apprentices AND out of the 56 standards, a whopping 59% didn't have an approved End Point Assessment Organisation.

Are you up to date with new standards available for delivery now?

Do you know which occupations have been approved to develop a standard?

Proposals Published for a Register of Apprenticeship Training Providers

Proposals Published for a Register of Apprenticeship Training Providers

There are some huge changes planned and you are invited to have your say!

On Friday 12th August the proposal for a NEW Register of Apprenticeship Training Providers was published. (RoATP)

The SFA have launched a survey so you can have a chance to comment on the proposals yourself, but the survey closes on 5th September 2016.

Below are the points I find the most interesting and of course this is just my 'in a nut shell' review of the document. It's certainly interesting reading... Exciting times ahead!

Changes to Subcontractor Role

In the most simplistic terms, due to employers soon being able to select providers directly from the RoATP and have a direct contractual relationship with them, the current model of 'lead provider' and 'subcontractor' is somewhat redundant.

As from May 2017 the term 'subcontractor' will be used for those training providers who supply significantly less than half of the apprenticeship training or are brought in to supplement training because they have the required expertise that the lead provider does not have.

Why You Need to Apply

If you want to deliver apprenticeships to any employer from May 2017 YOU MUST apply to join the RoATP.

The RoATP is separate from the RoTO. The RoTO will continue to operate Adult Education Budget & Advanced Learner Loans.

Even if you are delivering apprenticeships and are on the RoTO you will have to apply to the RoATP, as there will be no transfer from RoTO to RoATP.

Proposed Application Ineligibility

Management agents and any provider who has had an Ofsted inspection grade of 4 (for apprenticeship delivery) in the last 3 years should NOT be eligible to apply.

If a grade of 4 was given overall but a grade of 3 was given for apprenticeship delivery, they will be eligible.

"In the future system,we want all employers to have a direct relationship with their training provider(s),giving them maximum control to ensure value for money and quality of provision.

We therefore propose that managing agents, intermediary bodies, consortium leads, brokerage organisations or any other similar entity that does not itself deliver education and training to apprentices, should not be eligible to apply to the RoATP."

P5 of Proposals for a Register of Apprenticeship Training Providers

Application Process

There are three proposed routes to apply to the RoATP.

Main Route:

  • To be eligible for selection by levied employers.
  • To participate in the SFA procurement for delivery to non-levied employers.
  • Have the capacity and capability to deliver all or majority of the frameworks and standards they provide.
  • To deliver parts of frameworks and standards with a subcontracting arrangement for another provider on the main register.

Supporting Route:

  • The SFA are asking for views, via the survey, on the value of setting up separate route for those providers who only with to supply part of the training.

Employer - Provider Route:

  • This would be for levied employers who want to deliver staff training. They would have to meet the same criteria and would only be able to train their own staff and not be eligible for SFA procurement.

Application Tests

To be an approved provider you must be able to prove capability to deliver high quality apprenticeships, as well as fitness and ability to receive public funding.

The intended questions will be divided into three tests:

  1. Due Diligence.
  2. Financial Health.
  3. Quality, Capacity & Capability.

All three tests must be passed to be accepted onto the RoATP.

The due diligence and financial health will be similar to those used currently by the RoTO but a higher standard of quality, capacity and capability tests will be devised.

It's proposed that applicants will be asked to provide information such as:

  • Training delivery model including recruitment, off-the job training and on-programme assessment.
  • Internal management and delivery arrangements, including staff CPD.
  • knowledge, skills and experience of working with employers of differing sizes.
  • Prior experience and expertise of leaders and staff.
  • MI and data management arrangements, including data security.
  • Arrangements for safeguarding apprentices and learner support.

P12 of Proposals for a Register of Apprenticeship Training Providers

When to Apply?

It is proposed that the RoATP will be open for applications in October 2016.

There will also be the opportunity to apply to deliver to non-levied employers at this time as well.

There will be a time limit on this session, and then its proposed the RoATP will be open every three months, for a month at a time.

The SFA will publish an up to date list of approved providers along with which route they applied through.

Each provider must re-apply every year to stay on the register.

New Apprenticeship Standards

New Apprenticeship Standards

 New Standards for Apprenticeships

Confused?

I'm sharing my research in the hope that I can bottom out some of the issues and concerns regarding the apprenticeship reforms.
The information below is an accumulation of my research on the New Apprenticeship Standards, although very much condensed.

I will follow this email with my findings on End Point Assessments as there is far too much information for one post.

Apprenticeship Standards

As you know the new apprenticeship standards, created by Trailblazer employer groups, are in the process of being completed and all approved standards are listed on the Apprenticeship Standards Ready for Delivery page.

There is a list of Occupations Available which also shows at what stage the standard is at; in development, approved or approved for delivery.

There will be a huge difference in the way these standards are delivered compared to the existing apprenticeship framework (SASE). Both types will run side by side, probably until 2020, when the SASE frameworks will be phased out completely.

The phased withdrawal of SASE frameworks began in March 2016 and the SFA are now consulting on the third batch of framework withdrawals.

"The frameworks included in this consultation have:

fewer than 125 starts in 2014 to 2015 funding year and so far in the 2015 to 2016 funding year

or

coverage by replacement apprenticeship standard(s)"

"We will review the feedback and announce the final list for withdrawal in September. This will give 6 months’ notice before the date of withdrawal."

SFA - Removal of Apprenticeship Frameworks

To be involved take part in the consultation and complete the survey.

All current and live SASE frameworks are listed and updated on the Live List page and any withdrawn frameworks are listed on the Removal of Apprenticeship Frameworks page.

Qualifications are Not Mandatory

The new Standards will be challenging and require a minimum of 1 year training. There is no mandatory requirement for a qualification unless it's required for professional registration, to fulfil a legal or regulatory requirement or a 'Licence to Practice'.

Trailblazer groups can choose to build specific qualifications into the Standards or recommend them in the Assessment Plan.

Providers and employers have more flexibility to develop a programme or include a qualification where qualifications are not mandatory.

Continuous assessment will still be required to track the progress of the apprentice and to monitor readiness for the End Point Assessment.

Standards without a qualification needing continuous assessment won't have the same level of quality assurance and progress may well be monitored just by the employer. In any event both employers and providers will need to work closely together to work out the best way to deliver quality apprenticeships.

Standards

Maths and English

Required for every apprenticeship and each Standard will specify a required level. Candidates who already satisfy the Maths and English requirements will work towards the next level.

Behaviours

The Standard will also include behaviours as well as skills and knowledge. Expectations for behaviours will be set out in the Assessment Plan and will contribute towards End Point Assessment outcomes regardless of being formally assessed or not.

The extent of grades being influenced by behaviours or if they will be assessed separtely will be outlined in the Assessment Plan.

The Gateway

The apprentice must be signed off by the training provider and employer as ready for End Point Assessment.

The End Point Assessment company has to be separate from the training provider who delivered the apprenticeship training.

Tracking learner progression through the apprenticeship will be of the greatest importance to your lead providers, who in turn will report to the SFA and employers.

Data Management

Did you see the FE Week post about funding clawback and Data Management?

Apprenticeship Reform

Apprenticeship Reform
Change is Coming and You Can’t Stop It!

It maybe nine months away, but change is definitely coming. It can’t be stopped but it can be managed if you start planning now.

The Apprenticeship Levy & Reforms brings financial changes to large employers and a complete restructure to the way in which apprenticeship training is delivered and funded.

From April 2017 employers will choose a lead provider to deliver their future apprenticeship training. I have conflicting information that some say All direct funded (lead) providers will be listed in the Digital Apprenticeship Service but subcontractors won't but others say ALL

Will You Help ‘Your’ Employers Choose a Lead Provider?

or

Will Your Lead Providers Take on This Challenge?

It’s a more important time than ever to build on your employer relationships to make sure you’re still ‘your’ employers’ first choice for apprenticeship training.

Apprenticeship Levy

The Apprenticeship Levy will come into force for companies with a wage bill over 3 million pounds, but non levy paying employers will also have to contribute to partially fund apprenticeship training.

According to the current apprenticeship standards funding rules (March 2016) the SFA will top up £2.00 for every £1.00 an employer spends. There are also three employer incentives to soften the blow but there are specific criteria to fulfil.

Apprenticeship Standards Pilot Funding Model

Cleverclogs Multimedia - Blog posts from Apprenticeship

Example
Using the current funding model, if you have a level 2 standard with a funding cap of 2, which has a maximum core government contribution of £3,000.

The employer contribution will be £1,500 giving a total of £4,500 for the cost of the training.

In this instance the additional (employer) incentive payments for Cap 2 are;

16 – 18 year old - £900
Small business <50 - £500
Successful completion - £500

So if the employer fulfils the criteria above and they're not delivering any of the training themselves, they could be £400 up on the deal.

There could be promising changes heading our way.

There's talk of the government increasing their contribution for those companies who don't pay into the levy, or if their levy pot has run out.

The government contribution could be as much as £9.00 for every £1.00 invested!

Managing Your Data

With the introduction of the new Digital Apprenticeship Service and Find An Apprenticeship service each employer will choose apprenticeships, end-point assessors and negotiate fees and payment terms with their chosen lead provider.

In essence, every employer could be paying different amounts. As you can imagine this will create a huge amount of data management and reporting for lead providers to deal with, as they will receive an manage all payments from both government and employers. This will filter down to subcontractors and will have an impact on cash your flow, if you don’t have your data up to date and at your fingertips.

Data management will be especially important as you will probably have ongoing apprenticeships using the current framework and apprentices starting to use the new standards.

If you're still working with spreadsheets to manage your learner data switching to an Management Information System (MIS) will streamline your business and free up a lot of time in preparing reports and tracking learner progress.

There is usually a steep learning curve when you take the leap to an MIS, but just think of all the benefits it will bring to your business.

If you’ve been putting off trying out an MIS then don’t wait too long or there will be too much change deal with all at once!

I've put together an MIS Check List of questions you should be asking when looking for an MIS. Keep it for when you start your search, it will come in handy
